In a rapid FOIA response, NARA has released the partnership agreement between them and Amazon's CustomFlix (now CreateSpace) subsidiary. It's downloadable here (I'm responsible for the poorly derived PDF). I'll be reading and analyzing it soon.

What interested me the most so far in what I've read is that it indicates that NARA will have links in ARC to the CustomFlix site for each item (3.6.2 and Exhibit C). However, only a miniscule portion of Universal Newsreels (200-UN) is described in ARC at all.
Dare I hope that NARA will be contractually bound to list its most popular items in its online catalog? That in itself would be a great boon.
